A New Standard – H.265

VCEG Main Focus Areas

Short-Term Focus:
  • H.264 Extensions – Introducing new scalability Profiles: Spatial, Temporal, ROI, color depth, complexity (Fast Profile) etc,.
  • Trying to improve coding efficiency of certain profiles further
Long-Term Focus (>5 Years):
  • Development of a new Standard based on the basics of compression technology: H.265

GOALS:
  • 2x Improvement (Hard work) of Coding
  • Gain (i.e) same quality at half the bit-rate.
  • - Better Prediction (Temp Redundancy)
  • - Better coding of prediction Error
  • - Better Entropy coding
  • Minimization of Computational complexity – Encoder & Decoder

Tandberg is looking at these proposals
Scalability – Temporal/Spatial/FGS
Assumed No Backward / Forward
Compatibility with earlier standards
Improved error-resilience, especially due to packet loss in IP networks
Simple ways of combining outputs ofseveral streams into a single display.

H.265 – Technology Contenders
  •  Introduction of Wavelets in video coding
  •  New ways of distributed source video coding.
  •  Intelligent decoders & encoder – Computer Vision tools
  •  Development of new transforms
  •  New scalability schemes.
  •  Switch to progressive (no interlaced) only tools.
  •  Better Data-partitioning and Error-concealment techniques.

杜拜沒有外匯管制， 貨幣可以自由匯兌 ， 資本和利潤可100％匯回本國， 另外也 無需繳納營業稅、所得稅 ， 甚至連撥打室內電話都全部免費， 不但免稅，企業還有單一窗口的快捷作業， 進出國境也是非常的方便。 杜拜,是聯合大公國七個酋邦之一， 它的面積是台灣的1/9, 它的人口是台灣的1/46. 它的國民所得是3.3萬美金/年=3.3* 32.16= 106.128萬台幣， 而杜拜只是一個沙漠。 現在杜拜在國內的知名度很高， 當然不只是因為帆船飯店， 還有他的經濟奇蹟。 杜拜工商協會祕書長阿布都拉赫曼說， 什麼都沒有的杜拜， 讓領導階層從30年多前就一直在世界上尋找發展典範。 後來他們發現，同樣是什麼資源都沒有，卻在1970、1980年代被譽為亞洲四小龍的新加坡、香港、台灣等，是他們可以極力效法的對象。因此不少 杜拜的官員，10、20年前都來過台灣、新加坡等地取經 ，包括阿布都拉赫曼本人。 全球卡達熱　下一個杜拜正崛起 前面是引言，之後才是重點， 我們都知道像 新加坡 香港 杜拜 甚至是台灣的科學園區 ， 都是有 優惠稅率 才導致其蓬勃發展， 帶動整個國家的發展， 當然台灣是遠遠比不上香港 新加坡， 因為香港免貨物稅 是購物天堂。 可是杜拜怎麼說? 完全的免稅也沒有外匯的管制 ， 當然是全球企業的天堂， 自然就會有大量就業機會 大量的資金 大量的公司 會進駐， 自然國家就會繁榮。 可是問題來了， 就如同台灣的科學園區員工配股要以市值課稅， 顯然會造成人才的流失， 競爭力的下降， 可是為什麼台灣還是要課稅呢? 為什麼還要把科技業的 稅率優惠 取消呢? 如果增加到傳統產業都免稅的話， 相信 不只科學園區 連所有的產業， 都會飛黃騰達 台灣的經濟馬上一步登天， 這麼明顯的好處為什麼政府不要呢? 因為政府需要錢 而且 政府不知道如何賺錢 來做基礎建設 那杜拜是怎麼做到的呢? 如果政治人物有點頭腦 或者道德的話 其實答案很簡單 我們知道信義計畫區 我們知道台中的七期重劃區 都是非常了不起的經濟規劃 使得整個地區都發展起來 而且大家都賺到錢 可是 真正 賺到最多錢的是誰 ? 沒錯 就是政治人物 因為他知道那邊要發展起來 所以炒房地產 高鐵也是如此 他最想要的就是周邊的地皮被炒起來 所以才會在附近保留那麼多地? 可是問題來了， 政府的規劃與花錢 最後由政治人物來賺錢， 這樣實在是...

在蔡康永的這本書裡 我感覺到他非常有才氣 也對美國學校氣氛 有更深的認識 他的同班同學老師裡有 狗仔隊 脫衣舞男 心理殺人教授 拍AV的人 女裝癖的巨人  黑人女權鬥士 吸毒下毒男  色鬼千金女  宗教狂熱者  陰森心理分析者  愛偷超市的俄國人 而他自己則是一個 來自東方古靈精怪的gay 重點來了 這些人如果同時出現在台灣 會發生什麼事情呢？ 還是說 其實台灣 在我們四周就有一堆類似的人 只是 他們裝扮得不像自己 而看起來就像是個愛台灣的台灣人呢？
